As far as the name is concerned I understand that "locomotive" means "self
moving" that is that it did not need horses to move it, it moved itself.
As  for underground motive force didn't they use pit ponies which never
saw the light of day from the time they were grown enough to go down and
pull a rake of trucks underground. They certainly could not use anything
that had an open flame such as a steam locomotive.
The only "Puffing Billies" in this country these days that I know of are
on tourist lines such as that going up into the Dandenongs in Vic., and
the Pichi Richi line in South Oz.
The Society interested in preserving old locos and rolling stock in the
West used to make tourist runs into the Darling Range - Dwellingup, etc.
but I believe that qualified steam drivers are pretty scarce these
days.They used larger locos such as the River Class once used to pull
express passenger trains and goods trains.
There are paddle steamers on the Darling and the Murray Rivers, and the
Nepean on Australian states, making tourist runs up the rivers. 
In Carnarvon in WA there is a museum yard at the One Mile Jetty whch has
the remains of some very old locos which used to run from the end of the
jetty where the ships tied up to discharge and load cargo into the town.
They were reminiscent of the appearance of Puffing Billy. The only working
steam loco left is a small loco which is used sometimes as a tourist
attraction when they can find a driver.
