Are you sure ?
I can work VK/ZL with 5 watts on 20m to a vertical.
0.5w to W/VE
All states worked with 10 watts and a few hours.
I've just been using CW mobile from my "shopping trolley" mobile
system with 3 watts on 18Mhz CW and had a 45 minute chat with the
Azores (Pedro CU2JX).
If you need more than 10 watts to work the world then you've got
problems ;-)
