That is exactly what I claim. The FROM field indicates who has originated a
message to be forwarded in a network (not who is the author its content).

Amateur radio law in European countries explicitly refers to the
"Internationales Radioreglement", see ISBN 92-61-01562-9 for the English
version of 1990. And Article 32, paragraph 2733 says:

"Es ist streng verboten, Amateurfunkstellen fuer die Uebermittlung von
internationalem Verkehr zu benutzen, der von Dritten ausgeht oder fuer
Dritte bestimmt ist."

Translation: "It is strictly prohibited to use amateur radio stations
for the transmission of traffic that originates from or is destined for
third parties".

No doubt, the so-called CB messages are messages originating from third
parties (non-amateur). They can be easily identified as such by their
FROM fields. And they are treated according to the International Radio
Regulations at this BBS.
