Your wrong.
I asked this when the original `consultation` document was published
and a previous bulletin from me encompassed this subject.
I stated in my response to the RA that since they have nothing to allocate
on the withdrawn spectrum there is no point in withdrawing it and
*creating* illegality.
Such a policy is reckless.
