This is always a problem when parameters adjust automatically. Software can
always only set parameters to what *it* thinks is best but cannot take into
account conditions of which it is not aware. It's a similar situation as
the piloted -versus- unpiloted space missions ;-)

The beauty of BPQ is that it comes with the SYSOPH.COM utility which allows
sysops to take "hand-on" control of:
TXDELAY, MAXFRAME, FRACK, RESPTIME, PACLEN, RETRIES, QUALITY, PERSIST
TXTAIL, XMITOFF, DIGIFLAG, DIGIPORT, USERS, VALIDCALL, L3ONLY, BBSALIAS
and SOFTDCD most of which can be adjusted "on the fly."

Admittedly, a sysop couldn't be expected to do it minute-by-minute but, at
least it does leave the sysop in control if he wants to be - either locally
or remotely by radio.
