Misko, that radio 847 of older versions, determined by S/N label,
see: https://www.reddit.com/r/amateurradio/comments/esiyhp/ft847_cat_control_prolific_com3/
have one-way cat control, PC->Radio only.
So maybe its happens because BPQ can't check first, if the radio active or not
and missed early commands to send.

If not that case, it worth to check RS-232 cable, possible its need full lines, not only RXD-TXD
to have correct data flow.
Just an idea...
