     The CENTRAL OREGON DX CLUB will sponsor the 1998 OREGON QSO PARTY
the
weekend of May 9 and 10. Contest begins at 0000Z May 9th and ends at
2400Z
May 10th.
Oregon stations work everyone. Others work Oregon stations only. Work
stations once per
band/mode, mobiles again as they cross county lines.  Exchange RS(T) and
Oregon county, state,
province or DXCC county. Scoring.  One point for SSB QSO. Two points CW
QSO.
Oregon
stations multiply QSO points X Oregon counties worked, states,
provinces,
and DXCC countries;
Others X Oregon counties worked (max. 36), add 50 bonus points for
working
two stations in
Deschutes county, another 100 bonus points for working a third station

7.  LEGISLATIVE ALERT: I just received today the following announcement
from
Steve Mansfield N7MZA of our staff:
     I am happy to report that, on Friday afternoon, Representatives
Michael
Bilirakis
(R-FL-9th) and Ron Klink (D-PA-4th) introduced HR 3572, the Amateur
Radio
Spectrum
Protection Act of 1998. Mr. Bilirakis, a Republican, is the primary
sponsor;
Mr. Klink is the
Democrat co-sponsor, making this a truly bipartisan bill.
     The "operational" portion of the bill is Section 3 (see below),
which,
if passed, would
require the FCC to provide "equivalent replacement spectrum" if the
Commission reallocates any
primary or secondary Amateur Radio frequencies.
     Section 1 is the title, and section 2 is a series of "Congressional
findings" indicating the
importance of the Amateur Radio service and the need for spectrum
protection. You can look up
the full text of the bill on the House THOMAS web site at:

     The bill has been referred to the House Commerce Committee. While
it is
too early to
offer any prognosis, I will note here that the House only has about
fifty
days left actually
in-session before the proposed October adjournment. Moreover, there's
not
much appropriate
telecommunications legislation waiting in the wings to which this bill
could
be attached.
     That means our strategy will be very, very straightforward -- a
simple
numbers game of
gathering as many House co-sponsors as we can. With enough co-sponsors
from
both sides of the
aisle, we might be able to make a convincing argument to take the bill
up
under suspension just
before adjournment as they attempt to clear up the loose ends.
Alternatively, should the bill not
make the suspension calendar, we might be able to demonstrate enough
support
that it could
easily be reintroduced the following session as a simple, popular,
non-controversial measure.

     Here is Section Three:
"SEC. 3. FEDERAL POLICY REGARDING REALLOCATION OF AMATEUR RADIO
SPECTRUM.
           Section 303 of the Communications Act of 1934 is amended by
adding at the end the
following new subsection:
     `(y) Notwithstanding subsection (c), after July 1, 1998--
          `(1) make no reallocation of primary allocations of bands of
frequencies of the amateur
radio service;
          `(2) not diminish the secondary allocations of bands of
frequencies to the amateur radio
service; and
          `(3) make no additional allocations within such bands of
frequencies that would
substantially reduce the utility thereof to the amateur radio service;

unless the Commission, at the
same time, provides equivalent replacement spectrum to the amateur radio
service.'"

I think you can all see that it is important for everyone to write their
Congressman in the House of
Representative asking them to co-sponsor and support HR 3572.  Because
of
the limited time before the bill may come up, it is important that
people
write right away.  The more co-sponsors we can get the better.
