There are at least two perl scripts floating around that do this;
I put the MIC-E decoding into one called aprs_packet_mon.pl a while
back, and it's in the list archives. (And google should be able
to find it.)

Take a look at mic-e.c included in aprsd's distribution. There is also a
slightly hacked version of it in aprsworld's parser. The code in xastir is
also pretty easy to read and work with.
