This is what my OpenTracker currently does, but that's ok with me. Changes
my symbol to a hiker (from a Jeep) and sends out battery voltage and status
text when below 4mph.  No battery voltage or status text when above 4mph.

An alternative:  Have it switch configs if the battery voltage is below a
certain amount.  That means sometimes shortly after you're parked and the
charge system is inactive, it'll switch.  I'd have to check again to see if
that's one of the options on the OpenTracker for switching configs though.
I know there's an option to stop transmitting entirely when it goes below a
certain level.

Based on what I read in the Opentracker documentation, that would seem 
to work.

Another possibility is that the decision can be based on JP3. That could be
wired as a binary input from a switch controlled by the vehicle's 
transmission.
Some vehicles intended for police duty have a "siren park" contact that the
installer can use to silence the siren when the driver puts the
transmission in Park.

If a hardware solution would be acceptable, the Tracker2 might do what you
want.  It'll display incoming messages and send ACKs, and you can send
messages from the command prompt with automatic retries.  It only queues one
outgoing message at a time though, due to lack of buffer space.
 
Should have some more beta boards available before long...

Right now the only time-dependent option is the GPS fix one.  It times out
at 30 seconds.  It might be possible to add a general delay to the switch
operation though.  The hard part at this point is scraping up enough RAM for
another timer!

I've dealt a little with ladder logic in PLCs, and it gives you a flexible
way to set that sort of thing up without having to be a programmer.  In the
Tracker2 I hope to implement some sort of simple (non-graphical) scripting
language to do exactly that sort of thing.  Chances are it won't be done in
time for the initial release, though.

It is.  It has a resolution of about 0.06 volts.  Absolute accuracy is
limited by the accuracy of the voltage regulator, which provides the A/D
reference.  I think it's rated at +/- 5%.  It should be able to detect when
the alternator is running easily enough.
