It has already been established that non-RF delays are occurring.  I've
seen several instances of direct reception of the same packet by two IGates
- one IGate will pass the data with <3 seconds delay, the other will have a
delay of a minute or more.  This is not to say RF delays aren't occurring,
but that non-RF delays definitely are.

In addition to NMEA time stamps, TinyTraks sending hour/minute/sec time
information are also useful.

Just make sure you look up on line the airbag deployment zone in your
vehicle if it has one. Most of the commercial solutions have this figured in
to the design. You do not want your laptop and mount to block the airbag
from working or worse yet have the airbag deploy and make the laptop and
mount be part of a missile because it got launched by the force of the
airbag. People get hurt by their hands hitting them from airbag deployments,
imagine a laptop lid or metal from the mount.....

Aside from the mechanical and power aspects, you also need to consider 
thermal effects. Most notebook computers are desigend to be operated in an 
"office environment", meaning not too far from 20C.  Put it in a car at 0C 
or 40C, and things might not work out too well. In lots of places, it's 
pretty easy to get the interior temperature of the car up above 50C (122F), 
and if the sun is shining on the case, it will get even hotter.

A panasonic toughbook has been tested for -20 to 140F operational, -60 to 
160F non-op

A macbook is specified to operate at 35C.
Sony Vaios say Operating range: 0 to 35C (32 to 95F)
Dells are speced at 0 to 40C..

And, although it may say you can run that hot, bear in mind that the 
expected life is roughly halved for every 10C

Yep.  My application would be occasional use, and the vehicle would be 
running pretty much 100% of the time the computer is in operation.

If it were installed permanently, I think it would be a close race to 
see what killed it first: vibration or thermal stress.

If there will be no one riding in the passenger seat, then there is a
solution that is very cheap.  At Office Depot if found a computer support
that is similar to a pillow with a board on top.  The pillow covering is
velor and the top has some sort of leather like material glued to the top
of it.

You place it in the passenger seat and the velor covered pillow supports it
firmly.  Since the top is flat it lets the computer stay ventilated and
cool.  I'm not sure these are sold as computer holders, but rather portable
desk space for writing.

There are photos of something similar to what I have at
http://www.levenger.com/Pagetemplates/Product/MorePhotos.asp but mine has a
padded lip at the bottom instead of a elastic bands to keep stuff from
sliding off and no handle.  Definitely not a permanent solution, but good
on trips if you don't have a passenger and you don't have to stare at the
computer while your driving.

I was not aware of those instances.  So thanks for claraifying.

So, has anyone clarified what each IGate does when it suffers a lost
connection and then attempts to re-establish the connection?  Does it
buffer packets until recoenected, or drop them on the floor?

It is supposed to "drop them on the floor".  javAPRSSrvr and APRS+SA
both do _not_ buffer packets for delayed delivery.
