Mel,

I refuse to use PayPal, but you should be aware that you can actually
process a "refund" of a transaction, this gives back exactly what you paid
(exchange rate excluded).  If he's "paid" you the money - Initiate a
refund if you're confident that he's going to issue a full refund.

PayPal fees...etc are also returned so it seems he's not using his PayPal
account properly.  Not to mention the fact that you are also able to make
a complaint (and most likely win) as goods have not been delivered.

PayPal have a bad reputation for "doing over" legitimate sellers, but in
your case, you could use it to your, ahem, advantage.
