The news in detail:

HF Very Low Power Tests Announced
The dates of the second Belgian UBA 'Candlelight Tests' have been announced.
In these tests, several stations transmit simultaneously on 80, 40 or 30
metres running power levels from 100mW down to 5mW. The challenge for
participating amateurs is to copy the code words embedded in the transmitted
messages. The first test is on Sunday 21 November, with subsequent tests
taking place on 26 December and 16 January. Full information is on the UBA
website, and there is a link from the RSGB's site at www.rsgb.org

US Presidential Election Extends to Space
Leroy Chiao, KE5BRW, the Commander of the Expedition 10 crew on the
International Space Station, made history on 2 November by being the
first person to vote from space. A law passed in 1997 allows astronauts
to vote electronically from space and Chiao submitted his ballot in
the US Presidential Election via e-mail.

Amateur Radio Programme on Satellite TV
The next broadcast of the 'Club TV' amateur radio programme on digital
satellite TV is on 20 November. 'How to move a parabolic dish by helicopter',
by S51KQ, and a short video about the SI9AM station by SM3GHE will be
broadcast at 1000UTC on the Sirius 2 satellite. It is at 5 degrees east,
using vertical polarisation, SR 3400, FEC 3/4. The downlink frequency
will be announced on www.parabolic.se under 'Club-TV / Ham Radio'.

Special Event News
The Swiss Radio International broadcast station has stopped using short
waves and its transmitters and antennas are being decommissioned. Members
of the HB9MM club station in Lausanne have been given permission to
use the former broadcast station facilities and antennas, including
a 62-metre high curtain array weighing 135 tonnes. The special callsign
HE3RSI is on the air now until 3 December on bands from 40 to 10 metres.
This is the first time the HE3 prefix has been used.

To commemorate the 60th anniversary of the liberation of the town of
Saverne, 30 kilometres from Strasbourg, the special callsign TM6OSA
is being aired on all bands and modes between 14 and 28 November. QSL
via F6GXL.

PA/MM0CXA/P will be operating from the British Embassy in The Hague
on 19 November in support of Children in Need. The operating times will
be from 0800UTC until mid-evening and bands will be 40 and 20 metres
SSB and PSK31. The more contacts made, the more money the organisers
will raise for Children in Need.
