No problem.

Work split, just like we have on 160m/80m/40m. It will then increase awareness
of allocations and rules in other countries.

160m is excellent example, with some countries having only 30Khz allocation
and 10 watts, do you see them complaining in the contest ? Non. They use
it as an oppurtunity to see how there QRP is working.

I do not see the problem, this gives the small station a chance to use QRP
and not feel bad ;-)

I see no problem, the name of the game is make best with whatever equipment
we have and make the best use of it.

Come on , I work dx in the CQ-WPX contest with 25 watts and tiny indoor
antenna. The contest allows me the oppurtunity to work dx, where at any other
time no one care to talk to the UK ;-)
