With a 12V (nominal) SLA connected, the voltage monitor on my 817 under
reads. With the battery terminal voltage measured at 13V, the 817 reads
12.4V. On FM high power (5W) the voltage display drops to 11.5V

3 Flashing bars is 5W, 3 steady bars is 2.5W

You'll find the 817 is under reading.

You may have "iffy" contacts making your case worse, but the voltage
display is informative rather than accurate. 

Have you measured the power out into a dummy load?
