Yes, many have problems with the cigar socket. Smoking Hehe.

Seriously : Basically : The nominal voltage of the car
battery is 12 Volts. Halfway charged nothing connected,
depending on age about 12,4 Volt.

YOU WILL FIND YOUR 13.8 VOLT ONLY WHEN THE CAR IS RUNNING !
Only then charge is put in your battery and 13,8 volt are
the agreed on standards for regular charging.

A cable for use at this time with regulators and motor
stopped in it will probably show less voltage under heaviest
load !

Start your Car and check again !

Consult your manual for said radio : What is the
nominal/maximal voltage allowed. 13,8 Should be the max your
Car Alternator should be putting out ! Anyway. Period.

And , sorry to say , modern  Cigar lighter sockets...Uhmmm.
They have bad contacts, wiggle them and you see a great
variation in output voltage under medium load. The plugs are
spring loaded, some designs let the springs carry the full
current.

Nowadays these appliances are fused around 10 amperes, good
for about 100 watts. At these levels the voltage is, at
motor standstill less than 12 volts. For many a modern rig
it has proved to be a problem , and many will  NOT attain
full output (Check your manual , if it says 13,4-5-6-7-8
Volts, at motor off , youll be there with less than that.)
There are some industrial devices made for that , Circuits
for some amps to float output some 3 to 5 volts or so, which
can be added to your batt voltage.
And  (!) some Ham in the US has recognised this problem and
is selling a "Battery Booster" (more info on request.)

It is by far the best and known, to apply your radio power
leads directly to the battery terminals.
But this will also not overcome the problem at standstill
when your rig requires 13,8 Volts ! or so.

So, at rest your car supplies 12 or less. Only at run you
will se up to 13,8 Volts or so. PERIOD.
The cigar socket and cable will introduce loss even. Even at
low power levels. Live with it , or buy a booster or any
other means to increse battery voltage.

Connect your rig diretly + and - to the battery with
approbiately heavy cable. If your rig  NEEDS  more than 12
volts for full go, the car motor has to run  OR you need
some kind of booster. Period.
