Is there any particular reason you want a flat plate antenna Roy rather
than an a more traditional design?

Anyway, aassuming you do, you can make one by having a 1/2wave sized plate
above an earthplane. There are lots of designs on the web.

Of course you can make such a plate antenna out of microstrip design ideas
which really is just etching the right pattern on the right type of PCB
material. A calculator can be found at http://www.emtalk.com/mpacalc.php
which allows you to enter the dielectric constant and height for the PCB
material and the desireed frequency with the antenna dimensions being
produced for you.

Values for common types of PCB material are available. If you dont know
these for you PCB you can make an antenna and measure where it is resonant
and then feed that info back into the calculator to get the dielectric
porperties.

Hope this helps.
