Andrew,

I get the impression that you are trying to find any argument possible 
why packet should not be on any band other than 2m and with a bitrate 
of more than 1200 bps.

For others who made remarks. 4800 bps VE3DNL is pure FSK and will 
work with 8 kHz filters (12.5 kHz step), but 9k6 according to G3RUH 
or DF9IC is somewhat more complicated than just FSK and will need 
somewhat more bandwith. An 8kHz filter is too narrow, you will 
need 16 kHz and also adjusting the pattern is certainly more work 
than adjusting 4k8 or 1k2.
