Regarding Andrew ZL4AJS's comments on 9k6...

1k2 packet on 2m is normally AFSK whereas 9k6 packet on FM is FSK.
The difference being that the bandwidth for 9k6 FSK is fractionally
smaller than the bandwidth for 1k2 AFSK.

If it was about the same bandwidth, you wouldnt be able to modify
an FM radio so cheaply and easily as you'd need lots of new filters.

As for 23cms....

You miss the point that you can use enormouse gain antennas to 
overcome path loss on 23cms. Those enormous gain antennas for 23cms
will still be physically smaller than a small 2m antenna
hence making 23cms viable.

Might I suggest you study the following statement very carefully:

The difference between theory and practice in practice is much greater
