Observations on this WEFAX satellite at 76 deg E indicate that there is no
longer any attempt to maintain true geostationary position, and that the bird
is now in a highly elliptical orbit. Smaller dishes might not see the 
difference, but it's obvious with a 3m dish.
Signal strength (RHCP) on 1691 MHz is a bit higher than on Meteosat 7, around 
3 dB, and APT deviation is limited to about 50 kHz.
APT is mixed with wide-deviation digital formats, and there are keyed, 
clock-like carriers on 1687.163, 1687.121, 1686.496, and other frequencies. 
1694.5 does not appear to be in use.
