Hi Eldred,

That's simple, you have the hub for a groundplane antenna. As for the 
element length, cut them 1/4 wave for the frequency you want. Just 
measure the threads with a tap gauge and thread some rods one size larger 
diameter than the holes, this is standard when cutting threads. Make the 
threaded portion long enough to fit completely into the hole and a little 
bit more. Screw on a nut and then the rod into the hole, back it up a few 
turns and tighten the nut. This will hold the rod firmly in place and 
leave some slack to work with if you want to remove the rods.
