Me too i don't know if a such tooL may exist , but simply by testing
how to send FBB's Beacon with diffent settings , i can note that :
ps : if you test that , please make disabled unproto mails on this port

This last one ( ONLY : APRS ) seem to be better way to make able
front aprs digis to pick unproto and to re-send info (x - hops)
but there's no way to set a number of hops to fit ...
But having worked with WinFBB 7.1.35 , as i remember settings to
send fbb's beacon may be a little different with fbb7.00.
But cohabitation between Packet-radio and APRS seem to carry some
qrm during mail and "normal" packet radio trafic , mixed with APRS
as "in old times" we could adjust dwait settings with a lot of users
and bbs softwares , now with aprs (i'm using AGW) and agwuidigi , i can't
set longer delays to tell to my TNC2 to wait for (x) seconds more to
relay unprotos on the same port ...
Any info will be appreciated !
