Packet on voice repeaters, fat chance !
I used to try it in the late 1980's and all I got was jamming.
Even these days with the UK repeater network as dead as a dodo you
can bet someone will get the hump and jam any non voice stuff on a repeater.
Just like when we used to use dtmf paging and text messaging :-(
As for uiview, I can't say I've come across any ssid specific users.
It tends to be just basic aprs TO trace7-7,wide7-7 stuff and pretty generic.
Or am I missing something ?
