If you follow proper APRS protocol, you'll find the suffix to be an
identifier and also possibly a steering id. Look for info at the TAPR site
or search for 'bruninga' and the APRS protocol. This great
misunderstanding and the notion of not bothering to find out, is what is
stopping APRS from becoming the great tool it is (also the cost of some
great programs to people in other than '1st world' countries).
