We send you greetings and hopes for prosperity.
We can imagine that you are wondering just who the CCPP is.
Wonder no more!
We are an organisation of 200 planets and six unpopulated
star systems. We are located in what you refer to as the Delta
Quadrant of this galaxy.
We have been aware of you for 150 of your standard years. We
first became aware of you when our long range subspace array in the
Sh'Dar cluster was brought on line. At first, we were unable to
determine your nature due to our poor attempts to translate what we
were hearing and seeing. For almost 70 years, attempts were made,
all unsucessful. Further work on trnaslation was abruptly put to a
halt when we were almost destroyed by the Borg, a race of beings I
believe you have had the doubtful honour of meeting.
We lost millions of souls to these spiritless beings. Had it
not been for a common virus found on one of our Founding Worlds, all
would have been lost.
This virus, seems to disrupt the central linking collective
of the borg, leaving the drones unconnected and for all purposes
defensless.
We learned this quite by accident. After trying to hold
the Borg for six months, they breached the inner core of our
Commonwealth. They actually conquered of the Five Founding Worlds,
Kadera. After a day, all chaos broke loose among the Borg. Drones
wandering aimlessly without direction. The Kaderan Defense Forces
were able to subdue them effortlessly. Some of the Borg were able to
regain the original memories and personalities, most however, died
from the effects of the virus. It was sad to see these poor creatures
dying by the thousands, so lost, and most many hundreds of light
years from their home worlds.
We captured several Borg ships intact, without any
resistance.
Once we had determined what had caused the disaster among
the Borg, it was a fairly simple matter to construct a weapon to
defeat the rest.
Within six weeks of this, the Borg beat a hasty retreat in
the direction of the Gamma Quadrant. No longer a threat to us and i
assume no threat to you.
From the former Borg survivors we were able to gain access
to the computers on the captured ships. With the aid of some of this
information we were finally able to decipher your subspace
transmissions.
From what we have learned, we both share a similar
philosophy of on interference and peaceful co-existance.
We would like to share our knowledge of how to defeat the
Borg with you. The exact nature of the virus could be transmitted to
you via subspace. If you have another preferance please forward them.
On another matter, there is the issue of what appears to be
one of your starships here in the Delta Quadrant. The name of the
vessel appears to be "Voyageur". There have been mixed reports
about this vessel. One would have it that the ship was brought here
by accident. Yet another would have it as a rogue vessel of
conquest. Still another would have it that Voyageur is under the
command of a Borg hybred. All of these are second hand reports at
best. Perhaps you have some information on this?
Voyageur is approximately one year or so away from our
region. We could offer assistance if needed. We are still recovering
from the Great Patriotic War with the Borg, so resources are a bit
thin. We could spare one of the Borg ships to assist Voyageur.
