I too have read both the french, and an english translation of the last set
of command. They appear to be meant as sysop commands.
Personally, I had no problems, I installed 1.83. it worked immediately,
tagging and rejecting TO and FROM and STRING fields, as well as individual
callsigns.
Maybe the tagging problem lies with the BBS software, but if Geo's solution
works, not?
Like a lot of people, I got my version from F6FBB's website, which F1EBN
shares so, I expect they have assisted each other with the development.
F6FBB doesn't seem to appear on packet, he'd probably be deluged!
As for me, I'm happy with 1.83, until some expert writes a version of NOSGUI
and easy to use icons, but that may never happen.

I hope Geo doesn't mind my quoting his bulletin for those who may have
missed it. All the best. Ian.
