Hello Dick,
I think you did understand the problem correctly.
Each single resistor can absorb at most 5 Watts and the question is
how they have to be interconnected so that - given the appropriate
voltage - the power they absorb together is at a maximum without
any one of them absorbing more than 5 Watts.
Hint:
Simply paralleling the resistors or connecting them in series is
not the solution!
