Andy,
This job can not be done with standard logic ICs, you will need to
use a comparator circuit.
You could use a circuit with a LM111, obviously making sure the
hysteresis is set to the switching levels needed.
Another option is to find a LTC1041 'Bang Bang Controller' from
Lineair Technology that will let you create the circuit you need
with I think 5 other components.
Eh, a LM111 is the extended temperature version of the LM311, which
is the 0-70 centigrade version in a plastic package.
