I got a look in the internet for you and found:
1 - BLV25 28V is considerated an absolete part. Original was Philips and
more of those parts were fabricated in Germany.
2 - Direct replacement part is FMB175 from ASI (Advanced Semiconductor Inc)
3 - N-tronics GMBH could supply you, but you must write or e-mail them for
price. They say they supply by post.

4 - Some years ago an Italian ham had get modules with 3 transistors and
offered 1 module in exchange of information.
