As you write 'modems', I guess you are refering to current GSM phones.
Just forget about it. Building something new from scrap will take less
effort. first of all you would need two sides of equipment, which is is not
readily available als surplus. You will not be getting it to transmit and
receive om amateur frequencies.
Connected mode would only be 9k6, which is nothing like high-speed (38k4 to
1200 kbps; note the k! ).
Older analog NMT2 equipment is available in surplus and can be modified to
be used as TRX'es in 70cm with very good results. When properly modified,
these TRX'es can even be used with modems up to 76k8.
