Because they are not sure enough about whether it is man's fault or not to
commit to a big loss of money gained from using fossil fuels.
There are better reasons to stop using fossil fuel. There is not much
left!
What happens when it runs out? Will we get global cooling? Then the
goverments will require people to light at least one smokey fire a day and
drive a car with as much carbon emmisions as possible. ;-)
