I think you are confusing U238 with Pu239, but the relative quantities
of 4% to 5% is right for fuel rod enrichment levels.

Hmmm....

Element			Half-life
Uranium 235		4.5 billion years
Plutonium 239		24000 years

The decay is faster for Pu so the rate of emission is higher but the
radiation is gone very much quicker. Uranium is so pathetically radioactive
that you could make your underpants from it with little observable effect.
Other than they'd be heavy and uncomfortable and you'd need very strong
elastic to hold them up :-)
