I've always found a voltmeter good for measuring voltages!
If you want to do RS232<>TTL then look at the chips available from Maxim
(www.maxim-ic.com). The MAX232 (which is getting long in the tooth) is a
simple to use chip which runs from a 5v supply. Maxim do many other similar
products including ultra low power versions, versions with high ESD
protection and versions with more or less level shifters.
You can also use the 1488 and 1489 level shifters but unlike the MAX232 and
friends, they need dual rail supplies.
