A few points I noted Ian.
Firstly your assumption that it is omnidirectional is
incorrect - it radiated through the loop like a dipole
although you are correct that it's horizontally polarised.
I think I now understand what you mean by the reflector,
which is what I thought in the first place - it's placed
away from the loop not inside it because the original
wording is not very clear and can easily be misunderstood.
The operation of the antenna would be just like a normal
2 element yagi, except that the driven element is a loop
and not a dipole.
Still only about 5.5db forward gain - so regardless of
what that chicken box s-meter says, 5.5db is 5.5db.
