Some hams use peculiar antennas to camouflage them, like flag poles
or use the metal gutters of their house. Perhaps this pirate
simply had no other way to use a wire antenna like this. Some landlords
in Holland forbid antennas, for which the renter has signed, so 
he can forget about ham radio. Renters and ham radio in Holland: brrrr

I prefer my antennas to be very visable; high and without
obstacles nearby. If I would do what my neighbours would like
me to do, I had to burn my licence I figure, hi. I like antennas
and towers, I do...  Self limitation can be the ruling factor
for hams, so I deleted that in my mind long time ago and live
in HF fields ever since.

Years ago I also heard them around 6,5 Mhz. In Holland the number
of pirates reduced dramaticly. If caught, after eg the third time
they will have to pay around 2500 euro and all the equipment is seized
If they have a tower, they take it down. Some broadcast FM. From them 
all CD's, CD players, mixing panels, watt/swr meter, stereo transmitter,
amplifier, etc are confiscated if caught.
