Hi Dick

 If your talking about does cheap panels made on glass plate
they are a waste of money. I read somewhere they can lose as
much as 80 percent of their capacity over 10 years, silicon
panels i think lose about 5 percent.

 I have a panel here which i put up in december 1998, it gave
540 ma at 12 volts, over the past 12 months the highest output
i have seen is 125 ma at 12 volts, i have a volt and amp meter 
connected to the panel so i can keep a check on the output.
