Maybe I'm proved wrong by Warren now, but my theory is:
The white car reflects most the sunlight, and the sunlight just goes through
the thin layer of ice. (Note, I'm talking about visible light only!)
So here only the infrared part of the sunlight melts the ice.
The black car absorbs the sunlight and radiates this energy in infrared,
which is melting the ice in addition to the IR-part of the sunlight,
so on black cars the ice melts faster than on whites...
