Jeff made some  comment about Chenobyl  etc. A friend  of mine who  is a radio
amateur, was in the nuclear power  and reseach reactor business and attended a
conference on  nuclear energy  in Vienna  in 1956 where the Russians described
the design of the Chenobyl type reactors.

 At that conference  it was pointed  out to them  the design flaw  which could
cause a melt down if the  carbon moderators were unable to release  the energy
under particular circumstances. The Russians denied this possibilty and yet it
was exactly what happened during the test that they conducted.
