Hi Dick,
Many Amateur's have stopped using packet as a medium for exchanging
information between themselves due to a number of reasons, and as your
bulletin shows, when we write a bulletin for local Amateurs, such as the
one you highlighted regarding "BBC Fatties" which was addressed to "@GBR"
there are some BBS Sysops that take it upon themselves to export them
worldwide, which was NOT the intended distribution of this bulletin and
many others.

I have personally stopped posting bulletins in general form due to this
very factor, where I have written bulletins which were for UK Amateurs and
of no real interest to anyone outside the UK, due to the content being
about internal UK matters.  

I then recieved complaints about it from numerous different countries
which were not intended recipients, I then made the decision that I would
NOT send any further bulletins that could be complained about.

the sysops that distribute all bulletins worldwide have said that if I do
not want my bulletins going Worldwide "Dont send them!" so I don't, one of
the reasons is because Ex-Pats have a right to read GBR mail, I just do
not have any rights to stop them.
