first.aprs.net is down. The other core servers and all of the tier 2
servers are working normally.
What servers and ports are you connecting to? Is your software logged in
(check by going to port 14501 on most servers with your browser, e.g.
http://fourth.aprs.net:14501 )?

I have a pice and I am trying to get the program picprog.exe running on my
widows 98 computer. I set the com port for com 1 and try to load the program
picediag.hex loaded. Pushing any button returns an error message programmer
initialization failure check port error. Any suggestions would be helpful

Still a large number of mobiel APRS users I run into are still unaware of
the advantages to travelers of running APRS Voice Alert (CTCSS-100) on
their APRS band A.
If you are traveling this summer, and have a D7 or D700, always run CTCSS
100 and leave the volume up.. But even if you dont have one of these
radios and are looking for local QSO's, you can still use ANY radio to
monitor 144.39 with CTCSS 100 for any other APRS user in simplex range...
If you hear anything, then there is another such station in simplex range
of you. Its like an automatic radar "ping" for other APRS Voice Alert
stations in radar (simplex) range of you.
Caveat: 1) Once you make contact, QSY to 52...
2) NEVER run PL-100 packets if you are not also LISTENING. THis
is like calling CQ continuously and then refusing to listen for
any replies. It is discourteous!

While someone else answers that question, here is a splinter idea that may
help you QSO other mobiles simplex to you that want to chat while you
travel.
You can set your radio to 146.52 and call CQ every minute...
OR...
you can set it to 144.39 with CTCSS set to 100 Hz and listen for nearby
APRS mobiles that are "calling CQ" automatically every minute. If you hear
one, then you *know* that he is there, he is in simplex range, and he has
his radio on 144.39 CTCSS 100 awaiting your voice call...
Think of it as an automated proximity radar for mobile HAM radio. Just
listening to 146.52 has no where near the success rate, because unless
everyone is calling CQ every minute, you can pass within 100 feet of each
other and never know the other guy was there.
This technique is called APRS Voice Alert. And it works because every APRS
mobile is GUARANTEED to always have a radio on 144.39 (for APRS)... But by
using CTCSS 100, all the packet racket is totally suppressesed but the same
radio can still be used to receive a PL100 Voice call. Its a free local
voice-alert radio... He is always there and he is always listening...
This is why, if you call someone on 144.39 with PL100, you "must" say the
words "Voice alert" or the other station won't know that he heard you via
his APRS Packet radio which otherwise is always silent (CTCSS 100). He
will think he heard you on his other voice radio and may respond to you
there, and then you not hearing his response, the QSO opportunity is
missed...
This is off-topic to AMSAT-BB, but I thought I would answer this frequent
"travelers delima" question that has more-or-ess been solved with CTCSS 100
and APRS beacons on 144.39 for travelers...
Every mobile running APRS with the dual channel D7 or D700 radio always
runs this configuration... But its a big country. You may only pass one a
day!

If you want to know the present status of the APRS IS Tier 2 server network,
you can see it here:

If you use MSIE as browser you'll have to wait about 20 seconds to see the
status table dispayed; some more intelligent browsers allow you to see the
table build-up row by row.

Subject: ANNOUNCEMENT: Change in TAPR Mailing Lists

We are beginning to transition all TAPR mailing lists from the current
Windows NT box running the dreaded Lyris, to a new machine running Debian
Linux and the Mailman mailing list software.
We are starting to export list and member data from the old machine to the
new, and we hope to do the cut-over before the end of the weekend, though
that could be delayed if there are unexpected hiccups. There may be some
list outages between now and next Monday while we make the changes and the
nameserver information updates across the net. Also, any subcription
requests or changes made over the next few days may be lost.
Mailing list addresses will remain the same (i.e., <list>@lists.tapr.org).
There will be a new web-based interface for managing your subscriptions;
we'll post more info about that (and the URL) as part of the welcome
message you'll get when the lists transfer.
We expect that basic member information -- email address, name, password,
and whether you receive messages one at a time, or as a daily digest --
will transfer from Lyris into the new system. However, our apologies in
advance if something goes wrong and you need to resubscribe or change your
preference settings.
Finally, there will also be a new archive system starting from the
transition date, but it will be a while (weeks to a month or two) before
the full-search capability returns. We hope to incorporate the old
archives (minus spam) into the new ones, but aren't sure yet if that will
be feasible.
We will post another announcement to all the lists when the transition is
complete. Wish us luck...

showing a status line of :

Is this possible? Didn't know he could do that... I says he did not set
anything to that effect, <g>
Anyone else with a comment??
Can an I-GATE do something to this packet? The callsign is kk9h-9 that
is in question.

I got it from THE GPSSTORE. They said sorry Charlie and told me to call

Subject: Weather Radar mosaics return

We suffered a pretty serious disk (RAID) problem on our radar data
acquisition and archival system recently. As of this evening, things
should start to get back to normal.
The original problem started with a power failure and a failure to shut
down a 2 TB server when the UPS died. We restarted the RAID and remounted
the disk. 2 days later we were starting to see disk errors and unstable
storage operations. I was, of course, out of town on vacation, and I
didn't have anyone from the Texas Mesonet site available to who could
manage the file system checks and other actions necessary.
I started the process and traded off with Unidata tech support since
Monday. Because of travel on my part, and teaching committments on the
part of the Unidata tech support folk, we weren't able to do any of the
file maintenance between 1100 CDT and 2200 EDT yesterday. The file system
maintenance was restarted last evening, and ran thru the night, and the
entire day today, while I was in meetings. I returned to the room at 2200
EDT and the system was just completing the maintenance. A final check of
status, the disk array was remounted as a usable mount point, and the LDM
system restarted.
Radar mosaics for Texas and the CONUS should be running again.
This and several other failures on my vacation (dual-band radio died,
inverter for the kids' entertainment turned to toast, car battery failing
in the inlaws' driveway, getting a cold, then giving same to the entire
family) make me think I may never go on vacation again.
Sorry for the inconvenience.
