In Kansas the convention was/is to use the designator for the local airport
if there was one.  In the event there isn't one was created in that style.
HYS = Hays, GBD = Great Bend,  PVL = Plainville and so one.  One variation
was to place KS before the designator done mostly by the later network
participants and the pioneers rarely changed theirs to include the KS.--73
