What you hear may very well be the AIR Vividh Bharati language program on
10330 kHz. It is a Domestic Service, i.e. for use within the country - a
large country, to be sure.

This frequency is not in an amateur band in any of the three Regions,
which makes this quite a different situation than the 7.1 - 7.3 MHz issue.

It is in a section of the spectrum internationally agreed upon to be
intended for 'Fixed' services. 

And while it may raise a few eyebrows, it is not forbidden for a country
to allocate such a frequency to a local broadcast, as long as no "harmful
interference" is caused.
