In the first part of your response you only repeated a part of what I had 
said so you left me clueless as to what you were really trying to say. 
Sorry OM I may be an ET living on Earth but not a Betazoid with 
telepathic powers. (;->)

What makes you think the overall gain of the Arecebo 440MHz radar is only 
60db? I'm not about to dispute your dbW calculations but I think you have 
one of the figures wrong. I forgot his callsign, but the ham in charge of 
the operation published a paper in which he said the ERP was in the 
low terrawatt range. That's all I can say not having the tecnical specs 
on the antenna gain itself regardless of what the gain of the dish may 
be. Maybe you lack the figure too but take a look at that long "tail" 
under the microwave bubbles and you'll see it's quite an antenna in 
itself.

Well, no point arguing from ignorance so I really can't say you're right
