Two things, the phrase "as power permits" makes you beleive that the sat
has a negative power budget AND the sat needs a command station to turn it
on! So if there's no command station in your area, you wont hear it. 

I've not heard it yet either.

I would like to know, why the satellite cant decide if its got enough
power to turn on.
