I run Sally v3.1.065 which, I think, is a few versions old by now but I 
suspect the configuration won't have changed all that much.

Under the main menu "Configure" -> Directories & Paths, then select the 
"External Support Files" Tab.  There you should find a "navigate" button for 
"External viewer for HTML files" where you should be able to navigate to the 
browser of your preference (or type in the path by hand).

When viewing a message, the button with the World Icon (next to the Printer 
button in my version) will then activate the browser and send the message to 
it.
