ASCENSION ISL Unless the Ministry of Defence pays millions of pounds in
unpaid taxes for its RAF airbase, Ascension Island will be bankrupt by
June. The only school will have to close, the hospital will have no
doctors, the few shops, one hotel and fledgling tourist trade will be
unviable. Even the conservation programme will have to be abandoned.

The threat comes because the MoD is determined to cut costs to pay for
Afghanistan. Its refusal to pay back-taxes on the airbase that Britain
shares with the US has left Ascension with a o900,000 deficit on its o6
million budget. The row pits the MoD against the Foreign and Commonwealth
Office, which has a keen interest in Ascension's viability, not only
because of international obligations to protect the island's ecology, but
also because Ascension houses a key listening post for GCHQ, Britain's
electronic intelligence service.

It also has one of the world's most powerful relay stations, broadcasting
BBC programmes in dozens of languages across Africa and Latin America. The
BBC World Service depends on Ascension, and the 50 specialist engineers
who maintain the power station and vast array of transmitters, antennas
and satellite dishes would leave overnight if they were forced to send
their families off the island. Without the BBC relay there would be no
power generation or desalination plant. There would be no water for anyone
on the island except the Americans, who operate their own power and
desalination plants.

The quarrel stems from the establishment of a proper administration in
2002 to replace the ad hoc services reluctantly provided by the BBC and
other users of the island. It is also the result of Britain's decision to
keep Ascension a closed island, inaccessible without a permit and with no
right of abode for those working there. The reason is that Ascension is
one vast listening station, packed with radar, antennas and military
intelligence personnel. The Americans, who own the two-mile runway have no
interest in outsiders prying into their affairs.
(The Times, October 22)

The issue is now being raised in Parliament and the House of Lords. On
November 12 Baroness Taylor of Bolton said in response to a written
question: The decision by the Ascension Island Government to remove a
variation in the Ministry of Defence's annual property tax liability,
which had the effect of almost doubling the tax payable, is still in
dispute. Discussions are still ongoing to resolve the issue and we await
the outcome of the HMRC-led study, supported by the Foreign and
Commonwealth Office, into tax arrangements on Ascension Island.

On the same day Baroness Kinnock of Holyhead said: In line with government
policy on the overseas territories, it is not envisaged that Ascension
Island will receive budgetary support or grant aid but that it should
remain self-financing- that is, with costs met by those using the island.
The Ascension Island newspaper reports that the Ascension Island
government commissioned the tax expert from HM Revenue and Customs to
advise them, he visited the island last month. They are now in the process
of issuing redundancy notices to some Government employees.

1638 After a few recent enquiries I received the following confirmation
on the 20th November from Penny Peters of the VT group on Ascension :

Ascension Radio (Volcano Radio) is no longer operating on 1602 kHz but has
moved to 1638 kHz. Dxer Mauno Ritola received information from another
source that 1638 kHz may be silent at present due to MW antenna problems.

Patsy Moyce from AIG Enquiries confirmed that the BBC local service is no
longer broadcasting on AM 1485 kHz. I trust that the information may be of
interest.

[later] I received confirmation this evening from Russel Yon c/o the U.S.
Base on Ascension Island that Volcano Radio is not operating on mediumwave
at present. The station is broadcasting on 98.7 FM but there is
uncertainty regarding future MW operation. See email below:

From: Russell Yon To: 'Gary Deacon' Sent: Nov 29, Subject: RE: Radio
Ascension (ZD8VR Volcano Radio) enquiry.

Just to confirm that Volcano Radio only operates on 98.7 FM. 1602 and 1638
kHz frequency has been deleted due to changes in contractual work and
antenna usage. I don't know if and when we will operate in the AM Band
again, I might be able to confirm this at the end of the year.
Regards, Russell.

AUSTRALIA Return to the fold ?
Just received a letter from George of CVC Australia stating that currently
they are both on SW and online, however in the first quarter of next year
CVC will become exclusively online media with live web streaming. From
that I understand that SW broadcasts from Australia will be discontinued.
(Thomas Drescher-D, wwdxc BC-DX TopNews Nov 27)

News to me, if true. Now will ABC try and get the Darwin station back??
(Glenn Hauser)

Let's hope, powerful Darwin site will go back to ABC - Radio Australia
authorities then ? (wb)

It is rarely that a non Christian and many Christian too will go browsing
for online shows like CVC on the web. Furthermore when there is so much
one has to do if and when someone has access to a computer in Asia and
even more when there is Internet connectivity, looking for radio stations
will be way down the list.. In all my life since getting a free Internet
Braodband connection, I have to force myself to access streaming for any
broadcaster for that matter. If I listen to SW radio (not DXing) a 10000
hours, I might spend a minute on streaming audio ... frankly not even
that.

On the SW unintentionally people can get exposed to a message and then
start listening if the programming is good . The chances that it will
happen on the Internet would be 1 in a million!

Hope RA will come back like the service to Burma/Myanmar. Now they have to
build an audience from scratch having been the top station in the world at
the point they went off.

When budgets get hit stations try to get listeners to pay for their
listening. A good balance of SW, Web, FM placements will be necessary for
success.
(Victor Goonetilleke 4S7VK, wwdxc BC-DX TopNews Nov 28)

On October 5, CVC Australia wrote to me; Unfortunately CVC is moving out
of SW in the near future. We have found fewer and fewer listeners using SW
in recent months, even in the developing countries to which we broadcast.
Instead, we are looking to use the newer platformas that our audience is
more familiar with - webstreaming etc, for instance.
(Takahito Akabayashi-JPN, wwdxc BC-DX TopNews Nov 29)

I was very interested to receive your email about CVC leaving the former
Radio Australia site in Darwin. If I remember correctly, CVC had a 10 year
lease and I guess it must be about 10 years since they moved in. It would
be wonderful for RA to get Darwin back - if they have a budget and can
afford it!
(Gordon Brown-JPN, from Japan, wwdxc BC-DX TopNews Nov 29)

>From the 2002 WRTH: Christian Vision purchased the former Radio Australia
Darwin transmitter site in June 2000.

2002 Handbook is first that lists transmissions from there.

Last Handbook that lists Radio Australia using Darwin is 1997.
(Mike Barraclough-UK, World DX Club Contact: December DX News Nov 30)

After 10 years - maybe - CVC can sell the three txers to VTC-former Merlin
worldwide coverage company [now called VT-group]; or goes back the ABC of
left wing Australian Government in future ?

CVC seems are to be hardpressed for money now,

-- cut back Chile relay first,
-- closed Juelich site,
-- and will now sell? the stratetic Darwin site.

Otherwise I guess these aggressive evangelical protestant missions may
rent also SW bc hours on various other locations in future. In order to
cover Indian subcontinent and South Asia too, like using via VTC/VTG
Singapore relay, probably IBB PHL/SAI/MRA also in future?, UAE VTC/VTG
leased, via Middle East CIS countries like TJK/ARM/KAZ/UZB, or/and via
Siberian TXsites in Russia.

Frequency change of CVC International in Chinese:
0400-0600 NF 17690 DRW 250 kW 340 deg, ex15250.
(R BULGARIA DX MIX News, Ivo Ivanov, via wwdxc BC-DX TopNews Dec 1)

Australian Broadcasting corporation (ABC) chief Mark Scott argued in a
speech last month for a massive expansion in the broadcaster's overseas
services in an effort to rival the BBC, CNN and the emerging Chinese media
offensive. He said that Australia's new-found influence as a member of the
G20 group of nations means it needs to expand its "soft diplomacy"
campaign to win support not just in the Asia-Pacific region but around the
world. This would include expanding its broadcasts to reach 53 countries
in Africa, 22 in the Middle East and up to 21 in Latin America.

He pointed out that Britain spends $868 million on the BBC's overseas
services; France more than $600 million and Germany $532 million on
their overseas broadcasters; while China is in the midst of an
$8 billion media expansion that will involve its bilingual
Chinese-English television service going global by the end of
next year. He contrasts this with the $34 million funding for the
ABC's overseas broadcasts.

2368.5 Radio Symban on air, Greek music, report to myself, 400 watts.

[later] In response as to why the transmitter was not left on, 11/12
November.

Radio Symban. The reason why the transmitter was turned off after two
days, was simply it was a test transmission. This was a test simply
because of interference issues in the August programme. To enable the 1 kW
to be reached, several more components had to be changed out. This has
happened, so this is a new round of tests to make sure to go from a
nominal power of 400 watts to 1 kilowatt, doesn't cause interference
issues.

The government our here in Australia don't like dodgey transmitters and
systems, and quite rightly so. Pity Cuba, India and a few others didn't
have the same reponsible governance. If there are issues, well these will
be rectified.
(Johno Wright-NSW-AUS, ARDXC Dec 3 via dxld)

BELARUS/TURKMENISTAN 279 Carlos Goncalves mentioned hearing a second
audio in the background of BLR. At my location the background audio is
that of Bolshakovo 1215 kHz, so a clear case of the Luxembourg effect.

What is more intriguing on 279 kHz is a 2 Hz SAH that is often heard in
the late evening until sign off sometime between 2200 and 2201 (BLR off
2204 UT) and then again later in the night. A carrier comes on at around
2245 UT, but there is never any audio from 2300 UT. When the Siberian
stations are audible, the 2 Hz SAH is also there, but still with no audio
on the unknown and usually stronger carrier. Since the 2 Hz SAH
traditionally has been caused by TKM and no TKM audio is heard now, I am
inclined to believe that the empty carrier is TKM with a permanent break
in the audio feed. That would match the disappearance of 4930 and 5015 kHz
and maybe the general state of the country.

The BLR national (1st) programme is now heard daytime all days of the week
on 6010, 6040, 6070, 7235, and 7280 kHz. Very good audio on 6040 and 7280
kHz (these two off for maintenance Thursday 26 Nov until 1256 UT), shallow
audio on 6010, 6070 (and also on 279) and very shallow audio on 7235 kHz.
No signal on 6080, 6115 or 7210 kHz during daytime. An FMing blob, maybe
from 6010 kHz, but with no counterpart on 6020, is heard on appr. 6000
kHz. Evenings usually no propagation from BLR at my location.

GREECE FILIA RADIO - 665 AM Through its successful European course,
Greece,
from a sending country of migrants in the 1960s, became a recipient
country for workers from all corners of the globe. The radical changes in
the country's cultural and social map took place in a very short period of
time and constituted a challenge for everyone. Hellenic State Radio (ERA)
decided to respond decisively and creatively to these new challenges.

Based on an idea by the former General Director of ERA, Giannis
Tzannetakos, and with the already existing framework of ERA-5's Foreign
Language Department, a pilot program in 12 languages was created, with the
aim of broadcasting to foreign workers in Greece. Today's autonomous FILIA
program - broadcast on 665 AM - is the natural continuation of that
successful venture.

Its aim is to allow migrants from a total of 121 countries to maintain
ties with their countries of origin and be updated daily, in their own
language. FILIA also helps to eliminate prejudices and xenophobic
attitudes, which frequently lead to racist phenomena, as has occurred in
many European countries.

FILIA (the Greek word for "friendship") seeks to cultivate mutual feelings
of acceptance and solidarity between locals and migrants through news
bulletins and, of course, music, adding yet another stone to the structure
known as friendship among peoples.

In this era of globalization, language is one of the basic elements of
people's existence and their cultural diversity. Radio may not be able to
influence drastically the complex conditions that cause the migrant
phenomenon, but it can contribute positively to an environment in which
racism and xenophobia cannot thrive.

FILIA broadcasts in 12 languages: English, French, German, Arabic,
Spanish, Russian, Rumanian, Turkish, Serbo-Croatian Bulgarian, Albanian
and Polish. It presents news bulletins from the countries of origin and
national news from Greece. Its programs also include on- the-spot reports
from the source of the news, as well as analyses and comments,
highlighting the objective views of Hellenic State Radio.

Collaboration with the BBC World Service, RFI, and DW is another important
feature of our programs, as well as cooperation with volunteer non-
governmental organisations, such as "Doctors Without Borders" and "Doctors
of the World".

FILIA also broadcasts on shortwave, from 0800 to 1200 hrs Greece Local
Time, (0600-1000 UT), on 12105 kHz.

Glenn, Just to be pedantic, as I have mentioned in the past, Radio Filia
is actually on the standard European channel of 666 kHz - not 665. I
wonder why ERA and other Greek sources persistently quote the wrong
frequency of "665". Its been over 30 years now since the European channel
spacing was changed, resulting in the move from 665 to 666.

I can't think of any other European broadcasters that are still
erroneously quoting their pre-1978 frequencies all these years later!

Maybe John Babbis could maybe ask his contacts in ERA about this. You
would think that if nothing else the ERA engineering / frequency schedules
ought to get it right.
(Dave Kenny-UK, dxld Dec 2)

Tnx, Dave, was hoping some pedant would point this out again, hi. Could it
be that also in Greece superstitious types consider 666 an unlucky,
beastly number, not to be mentioned even if it be transmitted?
(gh, dxld Dec 2)

>From BDXC ng list / Mike Terry:

The National Communications Network (NCN) [ex Guyana Broadcsting Corp] is
revamping its shortwave transmission system that will see the return of
radio signals to interior locations and nearby countries.

NCN Chief Executive Officer Mohammed Sattaur told Stabroek News that the
process is being facilitated by the relocation of the company's radio
transmitter at Sparendaam, East Coast Demerara. The company has since set
up a new location at Canal Number Two Polder, West Bank Demerara.

The Ogle Airport had requested that the company relocate its transmitter
to facilitate the expansion process. Ogle CEO Anthony Mekdeci, when
contacted for comment, explained to this newspaper that the transmitter
penetrates the obstacle clearance limitation surface in the after take-off
flight path of the expanded runway at Ogle.

He further stated that Ogle is currently a Visual Flight Rules only
airport but once the transmitter is removed it would become an Instrument
Flight Rules Airport and would be able to accommodate aircraft at night
and during any weather condition.

Meanwhile Sattaur told Stabroek News that the relocation process should be
officially completed before the end of the year. He said the company will
use the relocation opportunity to revamp and modernise shortwave radio,
making it more powerful on the air. It has also moved to procure new
equipment for this purpose.

The new move means that people in interior locations would again hear
radio and at different periods of the night countries close by would also
be able to listen to NCN. The shortwave system was down for some time and
so service to those locations were suspended.

JAPAN [and non] Radio Nikkei report from Tokyo and Kyoto.
Unfortunately I forgot to take my portable long wire antenna for my Sony
portable, so I had to rely on its inbuilt whip. I was particularly
interested to see how well Radio Nikkei's reception was in Tokyo and
Kyoto.

Both 3925 and 3945 kHz were good in both places when they were on the air.
They were quite steady during daylight but 3925 kHz had a bit of selective
fading at night.

6055 and 6115 kHz were good during the day in both places but 6055 kHz
couldn't be heard at night. 9760 (and 3945 and 6115) kHz closed before
sundown.

9595 and 9760 kHz were useless, I occasionally could barely hear them in
daylight and 9595 kHz was never heard at night. Perhaps over longer
distances, such as Hokkaido in the north and Okinawa in the south, 31

LITHUANIA Am 30. Okt. 2009 hat Radio Vilnius seine letzte
englischsprachige Sendung ausgestrahlt.

LUXEMBOURG 1440 KBS World nutzt seit dem 1. Nov. 2009 wieder die
luxemburgische Mittelwelle 1440 kHz. Die Auslandsabteilung des
suedkoreanischen Korean Broadcasting System bringt hier taeglich 00.00-

Subject Radio Prague; Testfrequenz 7285 via Sines, Portugal.

S=8-9 maessiges Signal.

Hertz Startprozedur beginnen.

7285 ist theoretisch eine sehr gute Wahl.

[later]
Test Report of Radio Prague transmission in German language via Sines,
Portugal relay, on new 7285 kHz at 1730-1757 UTC, November 27th, 2009.

Dear Mrs. Marie Pittnerova,
dear Mr. Ing. Oldrich Cip,

17.29:40 UTC Exciter in Sines Portugal starts on air.
17.29:46 UTC full power-on, short 1000 Hertz control tone noted.

17.30:04 UTC Start of Radio Prague program.
Signal strength S=9+zero dB

17.40:00 UTC Sines signal dropped down to S=7-8 and deep fades.

17.48:00 UTC til 17.57:03 UTC signal increased to S=9+30 dB, whistle tone
of
Mali disappeared subsequently. Noted an interesting report of Czech BRANDY
production by private distilleries in southern Moravia, like plum and
apricot liquors. Delicious.

17.57:03 UTC cut off transmission at Sines, Portugal.

But noted RP outlet with accompanied interference WHISTLE tone of RadioTV
Malienne, Bamako transmission on odd 7285.89 kHz. Annoying 900 Hertz tone
and some signal fades down to S=7-8 strength.

Propagation is UNSETTLED at this hour, like in same manner from same
region, like nearby REE Madrid service, Spain on 7275 kHz at same time
slot.

Adjacent channel 7290 kHz is free from 17.30 UTC to 17.46:50 UTC, latter
time Voice of Russia starts opening procedure with 1000 Hertz tone,
S=9+zero dB.

Adjacent channel 7280 kHz fair signal of Voice of Vietnam Hanoi-Sontay in
Vietnamese language, only S=7-8 signal level.

Let's say, 7285 kHz channel selection is excellent, e x c e p t the
annoying whistle tone originate from odd frequency Bamako, Mali outlet.
Latter hopefully - let's hope - not every day!

Regards
Wolfgang Bueschel

80 years of Voice of Russia's German service.

Here is a video that gives a real impression of the current working
conditions at Voice of Russia. Perhaps a bit lengthy, especially for those
not understanding German (which also means missing how the commentator
does not really like his new workplace, but at least now has the Kremlin
in sight), but I think still worth to see for a real impression:

Does anybody know other radio stations with such small, congested rooms?
One hears that the German service will in the next few weeks again get a
new studio, after using the current cells for less than five years.
Probably live news reading will resume once the new studio is operational.
It has not been explained why, but I assume here the announcer can operate
the studio himself which is apparently not possible with the current
installation.

Sofija uebertrug. Nach Informationen von Victor Rutkovsky hat Radio Sofija
seine Mittelwellensendungen jedoch zum 1. Nov. 2009 aufgegeben und ist
jetzt nur noch im Internet aktiv.

Die Sendestation Chodynka existiert seit 1914. In Sowjetzeiten liefen dort
Radio France Internationale betroffen waren.
Diese These

258 Meter hoher Fachwerkturm fertiggestellt.
kontrovers diskutiert.

KAIJ - Delete site.
Please DELETE the former KAIJ SW site located at Frisco, TX, USA.

Using the World of Radio - DX Listening Digest Archives as a reference
source I think it is fair to say that the last transmission of KAIJ was
around Nov 30, 2007 & that the SW site was dismantled somewhere between
January & August 2008. If anyone can determine more accurate dates please
let us know.

Antennas are still noted with Google Street View. This begs the question:
Does anyone know how to determine Street View image dates (if at all
possible?)
