ALASKA   Antenna Construction Underway For ALASKA DRM Tests.

The experiment to see if an entire state can be covered by digital
shortwave signals is slowly progressing, according to another NAB Show
presentation. Dr. Donald Messer, longtime shortwave broadcasting and
Digital Radio Mondiale proponent, updated attendees about his plans to
test DRM for an ambitious "local" shortwave service covering the state of
Alaska.

ALBANIA   Albania digitalization project signed on 2 June by our prime
minister.

Yesterday, I was talking with our Tech Dir Agron Aranitasi. He showed me
the paper signed by our Prime Minister for the Digitalization of RTV
broadcasting in Albania. Today, I went to ask for the date of this paper.
His staff showed me the order and told me to search in the web of our
Prime Minister (Kryeministria) date 2 June, His order 77. I did a glance
on it. It was an order to create an ad-hoc commission to prepare the
strategies for the digitalization broadcasting project that should be done
in Albania till 2012. Our General Director is member of this commission,
while vice/Prime Minister was nominated as responisble person to deliver
this order to the relevant institutions.

ANTARCTICA  [non]  I distinctly remember that the USSR used to have a
special Polar Service on SW, once a week? Designated both for the Arctic
and Antarctic; but don't remember the times and frequencies. Details were
probably in Roger Legge's USSR HF Broadcast Newsletter.

1981 Handbook schedule of the Foreign Service, Broadcasts in Russian,
Fifth programme shows a programme 0900-0930 To Soviet Specialists abroad,
Tuesdays and Fridays only. News and music on other days.

This is one of several special programmes; at other times the service
relayed the 2nd programme (Mayak).

A note in the 1983 edition adds that:
"At times when these special programmes are on the air listeners may hear
the Home Service 2nd programme simultaneously on other frequencies. The
latter may be either domestic shortwave transmitters or Foreign Service
transmitters which use this programme as a fill-in between programmes in
other languages."

BBCWS to conduct special midwinter broadcast to Antarctica. The BBC World
Service will be making a special midwinter shortwave broadcast to
Antarctica on Sunday 21 June at 2130 UTC. The broadcast is directed to
members of the British Antarctic Survey, and will be on the following
frequencies:

5950 kHz (from Rampisham, UK)
7295 kHz (from Rampisham, UK)
7360 kHz (from Ascension Island)

According to the British Antarctic Survey blog above, they tested 16 June
and 7295 gave very strong reception in Antarctica. Broadcast will include
messages from home for members of the BAS at the Rothera station.

Danke fuer die vielen freundlichen Wuensche zu Mittwinter! Da wir gestern
abend hier auf der Neumayer-Station in froehlicher Runde gefeiert haben,
habe ich dem Timer damit beauftragt, die Sondersendung fuer die Antarktis
aufzuzeichnen. Der Empfang war auf allen drei Frequenzen gut, das beste
Signal kam auf 5950 kHz. Auch wenn die Kurzwelle wegen der vielen neuen
Kommunikationsmoeglichkeiten (Satelliten-Telefon, Internet) in der
Antarktis nicht mehr die gleiche Rolle spielt wie noch vor zehn oder
zwanzig Jahren, werden die Kollegen auf den Ueberwinterungsstationen
Halley und Rothera sich sicher ueber die vielen Gruesse von ihren Familien
und Freunden gefreut haben! Wenn man wie die Ueberwinterer ueber ein Jahr
nicht zu Hause sein kann, ist Mittwinter ja auch gleichzeitig das
"Bergfest" der Einsatzzeit und damit schon ein ganz besonderer Termin...

CONGO Dem. Rep.    6209.9 Mon + Fri 18-2007 UT.  Hallo Nils,
ich hatte die Radio Kahuzi Frequenz letztes Jahr monatelang abgehoert und
immer nur Montag und Freitag von ca. 18 UT bis zum Sendeschluss zwischen
2007-2008 UT Signale aus dem Kongo hoeren. Diese Sendetage bestaetigte
mir der Sender dann Monate spaeter auch. Erkennungszeichen von Radio
Kahuzi ist die Frequenz: 6209.9, nie 6210 kHz. Dort sitzen die von Martin
erwaehnten Mischprodukte, die teilweise auch so schwach sind das man sie
gern mit dem Kongo-Signal verwechseln kann.

CUBA/CHINA   Chinese made antenna to arrive in Cuba. At a private meeting
last week in Havana between representatives from Cuba's Ministry Of
Culture, Ministry Of Communications, and China's Ministry Of
Telecommunications. China agreed to send to Cuba an ALLISS rotatable
antenna. The antenna is a Chinese copy of the one made by Thales, a French
company that sold a few of these to China in 2002 and early 2003.

These are the same antennas that the PRC is mostly using for jamming. What
the purpose of these antennas are for is a mystery. Will they be used for
CRI broadcasts? RHC broadcasts? Or jamming.

China will also be sending 2 x 250 kW transmitters once used by one of
CRI's relays.

China will also send to Cuba a few hundred radios made by Tecsun. Tecsun,
as you may know, makes radios for Eton to sell under the Grundig name.

My other question is: What is Cuba doing in return? This is the 64,000$
question. China is using Cuba as a relay for SW broadcasts, but I don't
see Cuba using China's relays to reach other areas.

At the meeting there was also discussions for China to set up a monitoring
station, I have no other details at the moment and it may just be in the
negotiation phase.

Behrouz Afagh, head of the BBC World Service's Asia-Pacific division, said
BBC Persian's transmissions have been jammed on and off for two to three
days. Afagh said Thursday that the service had found a new satellite that
would not be vulnerable to jamming from within Iran. He rejected
accusations of meddling or bias. "All we do is to report what's going on
[on] the ground. It is factual reporting of what's happening," Afagh said.
"We have had people from all sides, but it is more difficult to get from
[President Mahmoud] Ahmadinejad's side. But we do reflect their views."
With foreign reporters restricted in their movements, BBC Persian is
relying heavily on videos and photos uploaded by Iranians, which BBC staff
members try to authenticate before posting, the broadcaster said. It said
it also is increasingly airing footage from Iranian state television.

now. Is there a news archive behind the members-only area? And what's IRY?
A typo for ITU? That's where the sreenshot allegedly resides anyway, maybe
reachable despite RSGB.

RSGB text [via ? G4BOH ? - Chris ] is the very same [wb] text item source
of IARU bandwatch, - we discussed that matter with Wolf, Uli and the
German Frequency Control in past two months.

We had the big bandwatch lecture [with 40 participants] today morning on
the German HAM RADIO fair at Friedrichshafen, which had already up to
20.000 ham interested visitors on 3 days on last June weekend, held as
every year since 1948.

The broadband 150-400 kHz wide RADAR which reported lately by hams and SWL
comes from Paris France area. German Frequency Control FNA-BNA informed
the French authorities and is hopefully successful coming week to switch
down that signal, which heard on 9-10 MHZ and on 14 MHz too.

As far as I'm concerned, some HAMs are causing major interference to
regular broadcasts of R. Ethiopia. Addis Ababa has been using those
frequencies for years now.

I'm not sure how closely Ethiopia is envolved with ITU. But if ITU wants
this rather poor country to move to new frequencies, the international
body should be ready to underwrite such a costly switch. Also, ITU should
look for good, interference-free frequencies for R. Ethiopia.

Sergei, Ethiopia is not a poor country and a switch to other frequencies
above 7.2 MHz is not costly. They purchased {4?} new transmitter,
supposedly Made in China as Continental plagiarism two years ago. The
Ethiopians also jammed successfully DWL Amharic and several opposition
broadcasters.

The one and only aim is to counter broadcasts from Eritrea. They are 'full
of hate' against their neighbour.

Once the much poorer Eritreans would go out the 7.1-7.2 MHz segment, the
Ethiopians would follow immediatelly.

Info von Uli und Wolf beim Bandwachtvortrag heute morgen [June 27], das
bis zu 150 kHz breite Radarsignal bei 9-10 MHz, das vor kurzem von KW
Hoerern und Funkamateuren mehrfach gemeldet wurde, steht definitiv bei
Paris, Frankreich. Die BNA hat schon den franzoes. Frequenzkontrolldienst
informiert und naechste Woche wird der Spuk verschwunden sein. Das ist
eher eine Bandbreiten-Einstellungsangelegenheit da-dorten.

Hindi mit wechselnd O=3-4. Sowohl im aktualisierte Sendeplan der ADDX als
auch auf der Internetseite von Polskie Radio wird die 5945 kHz angegeben.
Was ist da passiert? Wer weiss mehr dazu?"

Ich habe schon bei der Redaktion angeklopft,weil ich es vor ca. 2 Wochen
merkte. Bis dato Nullo Reaktion! Freue ich mich halt das AWR Indien so gut
zu hoeren ist. Dazu ist diese Woche der Hoererbriefkasten ausgefallen.
Also muessen wir mal abwarten. Dazu: Polen sendet auch ab 1130 UT und ab
1930 UT analog.

Paul, ist mein Hinweis auf PRW letzte Woche nicht angekommen?

M&B/DTK hat Issoudun-Frankreich 5945 kHz durch Wertachtal 5975 kHz
ersetzt.

Und zwar mit Zeitstempel 1.6.2009.

5975 1530-1600 WER 100 kW 40 degr 0106-241009 German PRW DTK

Und Sigitas Ziliones in Litauen hat sofort die Nachbarfrequenz 5940 kHz
mit Sitkunai Richtung Russland belegt. Und wenn EU Gelder wieder fliessen,
wird damit auch Radio Racja in Belarussian um 1530 UT wieder zu Gehoer
kommen koennen. Das waere der Grund fuer den Wechsel, die Frequenz 5940 kHz
fuer 6 Stunden IRIB und Racja Relay frei zu schaufeln.

Denn PRW 5945 und SIT 5940 zur gleichen Zeit vertragen sich auf keinen
Fall.

Aber Lutz Andreas berichtete heute Mittag auch, dass RRI Deutsch immer
noch 15220 kHz ansagt, aber seit dem ! 6. April ! auf 9675 gesendet wird.
Da weiss die Redaktion in Bukarest auch nichts von der Technikabteilung,
oder man weiss es, aendert aber aus Laessigkeit die Frequenansage oder die

ITALY   1566  I heard a new Italian station on 1566 kHz on June 22, at
1628 UT. ID: "Challenger Radio" incl. Morse message: "CHRISTUS". Religious
programming in Italian.

Weak-to-Fair signal was later covered by a Greek pirate station. I was
observing another very weak signal in the backgroud with a speech sounding
like German (too poor to be sure). Because of identical fade-ins and fade-
outs it seemed to be in connection with the signal of Challenger Radio.

It has 165m antenna, and 500 kW 85DM-92 transmitter located in the 40 x
21m building. The address of the transmitting station is; Nishino, Oogata

LAOS   7145, LNR (pres), 1335-1355, June 26. In English; must have signed
off at 1400, as not there at 1403; poor. Almost certain it was Laos, as I
have heard them here in the past. Today had above average reception
conditions for Laos.

Email from Mauno Ritola (June 27): "Hi Ron, You are right! I can hear
French now at 1310 UT via a remote rx and also have a faint carrier here
at my QTH."

Later he confirmed sign-off was at 1400. So while there still was no
positive ID, it certainly seems to be them. Laos on 7145 had been off-the-
air for a while, so both of us are glad to hear their reactivation!

7145  LNR (presumed reactivated), at 1250-1338 UT on June 28. Playing SE
Asian music/songs (same type as routinely heard on 6130 via LNR). French
began before ToH. English started at 1326, with frequency given (so
probably an ID). Between the summer QRN and the hams, was poor reception.
They must have had timing problems today, as I noticed the gong/bell
started late (1203) on 6130 and the switch in languages here was early by
about 4 minutes. BTW: 1249 was my local sunrise, Vientiane sunset at 1148
UT.

16 to 22, but appeared again in Russian today at 1430 UT, \\ 9580 and 9900
kHz, but nothing traced here in Stuttgart on 3rd channel 7360 kHz from
Kamalabad. 2030-2127 UT Spanish 6055, and tomorrow morning sce in Italian
9770 kHz at 0630-0727 UT.

Postings from 11. Juni 2009 12:09 onwards: Junglinster on 6095 now does
not start before 1400 (if "16:00" refers to CET). It is understood that
during daytime DRM on 1440 is now run at 30 kW only as a cost saving
measure. 5990 has been switched off because soon no tubes will be
available for the old transmitters anymore. In general the shortwave
transmitters as well as 1440 can be expected to stay on air as long as the
missionaries pay for airtime (CRI must be added here I think). If they go
away and no new customers can be found it will be the end. And RTL has
withdrawn from the DRM consortium.

from Dan Sheedy (So. Calif.), I heard them in French; sounded like the
news followed by Hi-Li music; started out fair but faded down to very
poor. Was unable to heard the \\ 7105 that Dan has been hearing. For me
PBS Nei Menggu on 7105 is just too strong to catch anything under them.
Dan noted a sign-off at 1446 on June 7.

6134.89v  RTVM (pres), 1342-1406 + 1449-1452* UT, June 28. For the first
time I noticed segments of both French and assume Malagasy; ads; Hi-Li
music; conversation in Malagasy (clearly not French) between two men which
seemed to be a comedy; went off-the-air in midsentence; almost fair.
Unable to confirm any parallels.

distortion; unable to ID it; suddenly off at 1232.

11884.68v  1230-1237*, June 19. Heard another RTM oddity! The distorted
audio of Voice of Malaysia (Suara Malaysia), in Chinese, ended at 1230.
After that clearly heard the non-distorted audio feeds of both Asyik FM
(\\ 6049.60v) and R. Malaysia Klasik Nasional (\\ 5964.90v). Both equal
strength. To date I have not heard a new ID for Asyik FM.

PAKISTAN   I have now received a printed copy of R Pakistans external and
domestic services. There is no longer any listing for Peshawar or Quetta
and so I assume the SW transmitters there are now definitely closed.

However, Islamabad (Rewat) API-8 100kW is listed as carrying Regional
Programme Rawalpindi-III (listed Pindi-III programme) via 4790 at 0045-
0215 and 1445-1815, and on 7265 at 0900-1215. The same programme also via
Rawalpindi (10 kW) on 4790 at 0230-0425 and 1335-1430. I think these
timings will actually be 1 hour earlier due to DST. There are no longer
programmes in Balti or Sheena listed, and of course their schedules never
list the Kashmir clandestine transmissions.

SPAIN   I have been monitoring the former Euskadi Irratia's 1071 kHz
channel, and am pleased with their absence - just as I would if many a
channel would also be left w/o the exagerated number or both priv. & gov.
stns. Stations that so far were very difficult to receive on 1071 are now
a daily catch: check ALG (tent), ARS & IRN.

SWITZERLAND   765 Sottens. SRG, Switzerland's public broadcaster, will
close down also its last remaining mediumwave outlet on 765 kHz as of
2011.

Abandoning mediumwave is part of a program of cost-saving measures,
approved by SRG's administrational council on 22 June. Under this program
there will also be no increases of salaries for SRG staff members in 2010.
Real estates not directly needed for programming purposes will be sold,
others will not see any further investments, besides necessary repairs.
The budgets for promoting HDTV and DAB will be decreased.

This program results from an expected increase of SRG's debts from 200
millions CHF to 790 millions CHF in 2014. It does not solve SRG's
financial problems but still leaves a deficit of 40 millions CHF per year.
This could be eased by increasing the incomes, here SRG suggests not only
to raise the licence fees but also to remove certain limits for
advertisements, especially the bans to put them on their online services
and to disrupt TV shows for spots. Swissinfo (the remains of Swiss Radio
International) will be "optimized", which could possibly mean that it will
be eliminated as unit on its own and the website be produced by SRG's
existing Bern (German) or Geneve (Rumanian) studios.

As other way to solve the financial problems SRG already suggests other
possible cost saving measures. This scenario includes closing down DRS
Virus and World Radio Switzerland, cutting costs at the Italian radio
stations, limiting the HDTV output and abandoning the Euronews project. A
next step, if this is not enough, would be closing down also one of the
Italian radios, Option Musique and DRS Musikwelle, cancelling all HDTV
activities and leaving the 3sat (together with Germany's ZDF and Austria's
ORF) as well as TV5 (together with France, Belgium's RTBF and Canada's
CBC) networks.

to modulate more than 5 percent, as it was barely audible, Damascus-like,
long before the storm damage.

You don't have to be on the air to be registered with the FCC! Just ask
KTMI, WRNO, et al. You are supposed to be paying spectrum usage fees, tho
the FCC is not too strict on collecting those either.

BTW, the FCC listings are even more imaginary in the case of 9955 and
15265, which WMLK have never really used, (meanwhile, WRMI really has 9955
24/7 available) and anyone who knows anything about the Ass. of Yahweh
knows that Elder Meyer's day off is The Sabbath, i.e. Saturday, not Sunday
or Monday.

RFE/RL & VOA to Expand Reach into Afghanistan-Pakistan Border Region.

Voice of America (VOA) and Radio Free Europe/Radio Liberty (RFE/RL) will
receive additional resources to expand critical radio broadcasts to the
Afghanistan-Pakistan border region as part of the $106 billion emergency
war bill signed today. With the exception of VOA's Radio Deewa, little
independent news and information is available in the volatile border
region. Extremist radio stations have proliferated in recent months, and
the new programs will bolster current U.S. efforts to provide an
alternative source of independent news and information to the Pashto
speaking people in Pakistan.

The expanded programming of Radio Deewa, and new programming from RFE/RL's
Radio Azadi, will feature a wide range of news, political, and cultural
programs with call-in shows and content geared toward women and youth.
Programs will be distributed via shortwave, FM and the Internet. "Radio is
a powerful medium. Extremists encouraging violence understand this," said
D. Jeffrey Hirschberg, of the Broadcasting Board of Governors (BBG) which
oversees both VOA and RFE/RL. "Our broadcasts are an antidote to such
extremism and we are grateful for the opportunity to expand our programs.
They will be central to providing an alternate view, one based on accuracy
and balance, which is generally absent from local media."

About Deewa Radio Created in October 2006, Deewa Radio targets an
estimated 35 million Pashto-speaking people in Pakistan and neighboring
Afghanistan, including the NWFP where some 2.5 million people have been
displaced as Pakistani military battle Taliban fighters. Deewa also
reaches Pakistan's Federally Administered Tribal Areas (FATA) and
Baluchistan. Earlier this month, Deewa Radio added three hours of
programming in the morning to complement the six hours of evening news and
information broadcasts. In addition to news, programs include information
about health, shelter, social issues, education, science and culture. The
program provides a lifeline to Internally Displaced Persons (IDP) in camps
and elsewhere. Up to 300 people per day routinely call in to Deewa Radio
programs.

VOA also reaches millions of people daily through its popular radio and TV
Ashna in Dari and Pashto, as well as its Urdu radio program Aap Ki Dunya
and Beyond the Headlines Urdu television program.

About Radio Azadi RFE/RL will launch a new radio program for the Pashto-
speaking people of Pakistan, complementing VOA's existing programming to
the volatile region. This expands RFE/RL's existing Afghan service, Radio
Azadi, the most popular radio station in Afghanistan which reaches more
than 50% of the adult population with programs in Dari and Pashto. It was
launched in 2001 as part of an effort to build a peaceful and democratic
Afghanistan following the ouster of the Taliban.
