AFGHANISTAN    US toops have set up transmitters across the province in
eastern Afghanistan, hired local employees for the stations and developed
a process to put out information updates on incidents such as roadside
bomb explosions. Major Herb Skinner, the 1-40 executive officer, said the
system is key to combating Taliban misinformation that often blames
coalition forces for civilian deaths caused by its own attacks. Read the

AFRICA   TWR Africa Shortwave Cutbacks.
Due to financial constraints as a result of the current global economic
crisis, Trans World Radio has had to reduce the number of hours that we
broadcast on short wave in English to southern Africa in order to wisely
utilize our available resources.

As a result, we have cut an hour in the morning and half an hour in the
evening. From 3 May 2009, the morning short wave broadcasts will end at
10:00 and the evening short wave broadcasts will end at 22:00 except on
Saturdays, when it ends at 22:30 UT.

This reduction is considered as a temporary measure and we hope to resume
broadcasts as soon as we are able.

Many Africans, especially in rural areas, rely solely on radio as their
means of information. The short wave cutbacks mean that they will lose
valuable hours of Christian teaching. Please prayerfully consider how you
might partner with us to spread the gospel in Africa. Become a Friend of

tiny signal, hardly could recognize Arabic language, here in southern
Germany.

ARGENTINA/MOROCCO/RUSSIA/ETHIOPIA
15345.085v  At the very first day of RAE test in German from Buenos Aires
to Western Europe, the Nador Morocco Arabic co-channel signal is on top.
The German test program last approx. 1700-1746 UT, then 3 minutes RAE
interval signal. Remaining 1749-1758 UT some program in Spanish?  Noon
attenuation ends around 1745 UT unfortunately late for this test
transmission on the ARG-EUR path.

My SYNC points RAE signal to 15345.65 kHz, but there is an interference
from a different spot of the Earth:

Ethiopia's new jamming equipment covers the 15343.34 to 15356.80 kHz
portion of the adjacent 15350 kHz channel today. It's the same digital DRM
like jamming, which appeared last November against Deutsche Welle's
Amharic broadcasts also in 15 MHz band.

All jamming against TDP broadcasts sometimes in 1700-1730 UT time slot
only,

The following has been recently posted to open_dx mailinglist by Dmitry
Puzanov from Kostanay, Kazakhstan:

11875, Family Radio, 29 and 30 Apr, 1829-1900*, English, with Christian
Q&A, address and Web site anns. Not listed neither in Aoki nor EiBi
tables. What tx does it come from? Signed off at 1900, but after 30 ... 40
seconds of silence another signal, with equal strength and modulation,
appeared on the frequency. The man said "Salam Aleikum", then African-
style music followed.

This second station should be IBRA Radio via Rampisham; so maybe Family
Radio also goes out via Rampisham during the previous hour?

AUSTRALIA   Praise God a third HC100 transmitter is coming to us from
Ecuador via HCJB's Technology Centre in Elkhart, where it will be
refurbished to suit our Australian power requirement plus be equipped for
Digital broadcasting. The new main switchboards worth $40,000 have just
arrived on site and the design and construction of the new "4 transmitter
in - 8 antenna out - switch matrix" is under way. The design of air
conditioning for the Transmitter Building and transmitter hall is
complete, and in faith all are ordered for June delivery.

Praise God that even with the remoteness of Kununurra we have been able to
sign a contract with Telstra to have a Fibre Optic feed direct to site.
This, together with new phone systems at either end, will upgrade our
Melbourne Kununurra communications and guarantee a high quality studio
transmitter link. God willing the erecting of towers for this first group
of antennas will be completed by the end of June. Antenna construction and
erection will take place during July, August and September. The third
transmitter will hopefully be the first installed on the new site enabling
it to be powered up, antennas matched and then, God willing, broadcasting
transferred with little or no interruption.

HCJB Australia Kununurra Update.

The promised provision of a third HC100 transmitter from Quito, that will
be modified to broadcast in both analogue and digital formats, possibly
mid next year.

God willing in 2010 we will commence broadcasting from our new Kununurra
site. A third transmitter plus new and more effective antennas and higher
towers will make it possible to increase our broadcast reach, add
additional hours of broadcast and have better reception with improved
signals.

Please keep bathing this project in prayer. Keep asking our Great God for
His wonderful provision of the $400,000 funding to enable over 3km of high
tension power to be connected without delay.

ABC Boss Transmits Clear Message.
The General Manager of the Australian Broadcasting Corporation, Mark Scott
has called for a bigger and bolder vision for international broadcasting
in the Pacific region. Citing the democratic crisis in Fiji as an example,
Mr Scott said there were increasing challenges for Australia and the ABC
in the world of "soft diplomacy" which used international broadcasting as
one of its principal tools. He said the developments in Fiji, while all-
too-common among Pacific nations, could not be ignored if our Pacific
neighbours were to prosper.

"These developments go to the heart of Australia's regional interests," Mr
Scott said. "When independent scrutiny of Government is thrown aside, we
all suffer."

He said in the world of soft diplomacy where "words can be bullets" it was
not widely known how aggressively many of Australia's G20 partners were
investing in international broadcasting to further their own ends. Also
not widely known, he said, was how far Australia lagged behind them in
this "race for influence." "The British spend $868 million on
international radio and television; the French $618 million; the Germans
$532 million; and the Chinese about $380 million," he said.

"In Australia, we currently invest $34 million in Radio Australia and
Australia Network television." "Out of this small sum, we broadcast on
radio in seven regional languages and reach 44 nations in Asia and the
Pacific on Australia Network."

He warned that the ABC _ and Australia _ risked being drowned out in a
growing proliferation of broadcast voices in the Pacific including the
Japanese, Russians and Germans who have each announced plans for new
English television services in Asia and the region.

"The easy call, particularly in a tough global economic environment, is to
sit back and do nothing," Mr Scott said.

"We do not have that luxury.

"This is our neighbourhood. We are not London or Bonn calling." He said
the time was right for the bigger and bolder vision. "The Federal
Government is aware of our views." Mr Scott said while the G20 had given
Australia an opportunity to display leadership on a range of issues from
financial regulation to clean coal we could not afford to neglect the new
tool in the diplomatic kitbag _ the power of broadcasting.

If you mention any of these Brazilian site entries/contributions please
also give a mention (part credit) to DX Clube do Brazil. For some SW
stations I have been provided with some realistic coordinates within 400m
of some tx sites as a result of special research requests. I'm very
grateful for their assistance on this ocassion. It still requires me to do
some searching, but specific (precise) coordinates, observations &
Panaramio link references are my own for the initial contribution.

I hope to be able to report further finds over the coming days/weeks - all
takes time, but it's great to be able to make some further headway into
South American SW TX sites (Brazil in this case). Often I find nothing.

CHINA   According to the Chinese DX'er Zhang ShiFeng, Shangdong Shidao
Maritime Meteorological Station started regular transmission in Chinese at
0020 on April 3 on 6750 kHz USB mode. Their daily schedules are at 0020
and 0920 UT, the broadcast includes maritime meteorological information on
Bo Hai, Bo Hai Strait, and Yellow Sea (Huang Hai), produced by Shandong
Meteorological Agency and 7 regional maritime meteorological agencies. The
broadcast is aimed to propagate as far as 1500 km. When the warnings are
issued, the station transmits at any time. I confirmed the broadcast at
0920 UT, continuing about 3 minutes.

Their address is: Shidao town, Rongcheng city, Shangdong 264309, China.

Xizang PBS. This morning Xizang PBS had made the switch from 7125/7170 to
7255/7450 kHz. This was noted at 0100. Later in the morning, Xinjiang was
noted remaining on 7120/7155/7195 kHz. I suppose they will shift any day
now when they introduce their summer schedule (leaving 60 and 75 m).

Der Landes- und Fraktionschef der Gruenen im hessischen Landtag, Tarek Al-
Wazir, kritisiert einen Teil der beim Hessischen Rundfunk (HR) geplanten
Einsparungen. In einem Brief an HR-Intendant Helmut Reitze, aus dem die
"Frankfurter Allgemeine Zeitung" (Freitagausgabe) zitiert, bittet der
Politiker, der auch Mitglied des HR-Rundfunkrats ist, drei der zahlreichen
Sparvorschlaege "zu ueberdenken und moeglichst zu revidieren". Der HR muss
nach Angaben von Intendant Reitze bis 2012 rund 64 Millionen Euro sparen.

Geradezu "verheerend" sei der oeffentliche Eindruck, der durch die
vorgesehene Einstellung des bisher um 21.45 Uhr gesendeten
"Hessenjournals" entstehe, heisst es nach Informationen der Zeitung in dem
Schreiben Al-Wazirs. Es koennte dadurch der Anschein erweckt werden, dass
der HR seine wichtigste Aufgabe, Informationen aus Hessen zu senden,
vernachlaessige.

Al-Wazir beklagt zudem den vorgesehenen Verzicht auf die nachmittaegliche
Kindersendung "HR 2-Domino" und den Wegfall der bisher auf der Mittelwelle
laufenden muttersprachlichen Sendungen am Abend sowie der zustaendigen
Redaktion. Er weist darauf hin, dass ein Viertel der Menschen in Hessen
einen Migrationshintergrund haetten.

Still, still a puzzle. I woke up for 15 minutes at 0515-0530 UT this
morning. BBC "Arabic Darfur special Darfur Salaam" via Cyprus STILL on
registered 13650[mess with R Kuwait co-ch] and 12015 kHz.

But 11665 with different Arabic sce program with Darfur 'touch' was
stronger than 12015 kHz this morning. See page 497 WRTH under Sudan. Still
puzzles me.

Unfortunatelly doesn't checked 13800DHA and 13840MDG Dabanga also til 0530
UT, against 11665 today.

0530 UT. Surprisingly noted IRIB Tehran in Arabic til cl-down 05.28:10 UT
instead of registered Zahedan on adjacent 11655 kHz, which is registered

\\ 6025 and 6175 kHz noted at same time slot. 13790 starts at 0526 UT,
13800 and 15150 at 0530 UT. Not traced in Germany but also scheduled til
0527 UT on 9935 [and different program 7350] kHz.

NIGERIA   Voice of Nigeria's New Station Should Be Ready Before 1 October.

The Nigerian Minister of Information and Communications, Prof Dora
Akunyili, expressed optimism on Monday that the 5 billion Naira
transmitting station of the Voice of Nigeria (VON) would be ready before
independence celebrations on 1 October.

Akunyili who spoke while inspecting the project at Lugbe, Abuja, expressed
delight at the progress of work on the station in the last two years. She
promised to ensure that the station's studio complex at the Central Area
in Abuja, was built and operational within three months.

"We need to have the studio close to Yar'adua Centre at the Central Area
ready, but the place is still under contention. We believe that very soon
we will start putting up something there, because we need to shut down the
transmitting station in Lagos for renovation," she said.

Malam Abubakar Jijiwa, the station's Director-General who conducted the
minister round the site, said that it would be inaugurated in August. The
project, which started in 2007 on 120 hectares of land at Lugbe, is said
to be the first of its kind in sub-Sahara Africa.

Jijiwa told newsmen after the tour that construction had reached 98 per
cent completion while the civil works were 100 per cent ready. "This is
going to be the most sophisticated transmitting station in Africa. We have
three new transmitters being installed and they are almost ready. We have
begun test transmission and latest by August this year, we will be ready
for the president to come and commission this project," he said.

The Director-General said that on completion, the project would produce a
radio station with capability to broadcast in digital and analogue systems
on the short wave band. He explained that the new transmitters would
expand the international coverage of the station to be heard worldwide. He
added that the station has the capability of a rotating antenna that could
send signals to any part of the world.

Jijiwa said that the project was faced with two major problems: electric
power supply and an unresolved land dispute with the Federal Capital
Development Authority (FCDA). "We need a 33KV line to power the station
and I plead with the minister to take this up with her colleague at the
energy ministry. The other challenge is that while this station is ready,
the connection to the studio complex at Central Area, Abuja cannot be
ready, because the land was taken away by the FCDA."

"The equipment and the antennae system to be installed at the site that
was already configured for this purpose are lying idle at the transmitting
station in Lugbe. We need that land back because even if another land is
given to VON for the studio complex, it means the antenna systems will be
reconfigured at the factory and that is not necessary," Jijiwa said.

8886/10344 kHz spurious signals from Samara-RUS.

Following a unID report from Hans Juergen Karius in A-DX, I checked the
frequency 8886 and found it's most likely Voice of Russia in Russian
there, heard today, May 2nd, at 1800. Weak/Fair. No idea which way it gets
there.

One possibility is 9615-729 (Radio Zvezda in Samara mixing with Samara sw
transmitter) - if there's Samara tx on 9615 at that time. This is rather
common mixing product +/- certain Samara transmissions in the 41 mb. In
this case there should be something also on 10344. 8886 main audio should
be Zvezda and 10344 whatever is on 9615. But 8886 may well be some other
mw/sw combination.

[later] Yep, this seems to be the combination. Samara 9615 was a bit late
to come on the air at 1700 UT but now I can hear 8886 and 10344 kHz. VOR
Polish is stronger on both, but at times Radio Zvezda audio pops up
(checked against \\ 1440 kHz).

SLOVAKIA   1098 / 1287  Radio Patria - a program for national minorities
is stronger again on 1098 kHz. Now via Nitra-Jarok (pron. Yahrock) with 10
kW. A new weak transmitter on the Slovak Radio building in Bratislava was
switched off and when the DRM module arrives they start testing DRM on
1287 kHz.

During the night the Slovak Radio 3 - Devin is relayed on 1098 kHz.
Otherwise this cultural program is on FM only.

Broadcasting Corp'n coming in at rather good levels late in my local
evening. For instance tonight, I'm listening to a parliamentary broadcast
on 9541.538. Signal is relatively strong, but somewhat distorted. Usually
there's island music, so more interesting than what's on tonight,
especially since much is in Pidgin English. All this around 06:30 UTC. Of
course, BBCWS relays are also commonly heard.

TAIWAN/CHINA   8400  Sound of Hope (presumed), 1403-1409, May 4. Surprised
to hear a fairly decent signal here during the FD gap at the ToH; talking
in Chinese (not the CNR-1 program jamming-echo); Firedrake did not start
up again till 1409 (not the normal *1405) Clearly this was not a low
powered SOH. Even after 1409 was able to hear some talking in Chinese
under FD, but was very poor, as the FD had a strong signal. 9000 had FD at
*1405 and was equally strong and did not detect anything under them there.
Believe this is the first time I have actually heard SOH in the clear.

USA   25. April "Willis Conover Day" Der US-Kongress hat den 25. April zum
"Willis Conover Day" erklaert.

Damit wuerdigte der Kongress die "Kulturmission" der Voice of America und
Conovers besonderen Beitrag zur weltweiten Bekanntheit des amerikanischen
Jazz. Willis Conover kam 1955 zur Stimme Amerikas und gestaltete etwa
20000 Musiksendungen bei dem Auslandssender. Zu seinen aktivsten Zeiten
produzierte er 17 Sendungen in der Woche, darunter Music USA-Jazz; Music
USA-Standards; Music with Friends und Willis Conover's House of Sounds.
Mit dazu gehoerten auch die Interviews mit den Groessen wie Duke
Ellington, Ella Fitzgerald, Billie Holliday, Louis Armstrong, Dizzy
Gillespie und vielen anderen.

Am 17. Mai 1996 starb Willis Conover im Alter von 75 Jahren. Sein
Musikarchiv wurde Anfang 1998 der University of North Texas uebergeben,
die sich besonders auch auf Musikwissenschaften spezialisiert hat. Das
Archiv umfasste unter anderem 15000 LPs und 3000 CDs.

"Wavescan" DX Program to Continue from New Location.

The final edition of AWR's DX program "Wavescan" produced in Singapore is
scheduled for broadcast on May 31, 2009, with the usual scheduled repeats
during the first few days into June. Beginning in the first week of June,
"Wavescan" will be written and produced in the United States for broadcast
worldwide.

In the new arrangement, the scripts for "Wavescan" will be researched and
written in Indianapolis, Indiana, and the program will be assembled and
produced in the Miami, Florida, studios of shortwave station WRMI/Radio
Miami International. QSL cards acknowledging the reception of "Wavescan"
will be available from both WRMI and Adventist World Radio.

At the end of May, AWR's Singapore office and studio will be transferred
to nearby Batam Island, Indonesia. This move will achieve considerable
cost savings for AWR.

Many long-time listeners will remember that the original AWR DX program,
"Radio Monitors International," was produced in the Poona (Pune), India,
studios of Adventist World Radio and broadcast on the domestic and
international shortwave services of the Sri Lanka Broadcasting
Corporation. Beginning in 1984, North American coverage was achieved
through the services of Jeff White and his original Radio Earth/Radio
Discovery service. "Radio Monitors International" became "Wavescan," and
Radio Earth/Radio Discovery became Radio Miami International/WRMI.

The new presentations of "Wavescan" will be very similar to the earlier
editions as produced in Singapore. Each edition will include a station
profile on an important or a little-known shortwave station from a
historical perspective. There will also be other features from the
fascinating world of international radio broadcasting, as well as regular
bulletins of DX news. It is intended that the regular DX bulletins from
Japan, Bangladesh, Philippines and Australia will be included as usual in
these new broadcasts of "Wavescan."

Other radio entities are welcome to re-broadcast "Wavescan," archive the
programs on Internet websites, and reprint items and articles from the
scripts and archive the scripts, with the usual attribution to AWR
"Wavescan" and to Radio Miami International/WRMI.

As was announced in "Wavescan" earlier, the annual worldwide listener
contest during the month of June will continue as planned. Listeners are
invited to prepare a list and give details and photocopies of 5 QSLs from
silent shortwave stations; to submit 3 reception reports on AWR
transmissions; and, where possible, to submit 3 suitable radio cards to
the "Wavescan" address in Indianapolis.

program director Rhoen Catolico for his splendid work on the production of
"Wavescan" during the past three years and to wish him every success with
his endeavors as he returns to his homeland in the Philippines. We would

quarter century, and we are grateful for this new relationship in the
production and distribution of the program in his station in Miami.

WRMI is pleased to announce that the Adventist World Radio DX program,
"Wavescan," will be produced and distributed from our studios in Miami as
of June, 2009.

WRMI has broadcast "Wavescan" since its inception. For the past three
years, the program has been produced at the AWR studio in Singapore.
However, that studio is being closed in June. As of the June 7 program,
"Wavescan" will be written each week by Dr. Adrian Peterson, AWR
International Relations Coordinator in Indianapolis, Indiana, and produced
at WRMI in MIami. WRMI will also distribute the program to the various
stations in the AWR network around the globe.

"We are very happy to be working with Adrian and AWR on the production of
Wavecan," said WRMI General Manager Jeff White. "Our association actually
goes back about 25 years now, when Adrian was producing the predecessor of
Wavescan Radio Monitors International at the AWR studios in Puna, India,
and we were rebroadcasting the program to the Americas on Radio Earth,
where I was the program producer."

Adrian Peterson will be entirely in charge of the content of the program,
but segments of regional DX news will continue to come from "Wavescan"
correspondents in several Asian countries.

"We are glad to play a small part in the new version of Wavescan," said
White, "and we hope the program will be around for many years to come."

As of June 7, 2009, WRMI will be broadcasting Wavescan at the following
days and times all on the frequency of 9955 kHz.

VATICAN STATE   Solaranlage fuer Santa Maria di Galeria. Nach der
Installation von Solarzellen auf dem Dach der vatikanischen Audienzhalle
im Herbst 2009 plant man im Vatikan jetzt die bislang groesste Solaranlage
der Welt. Sie soll bis 2014 in Santa Maria di Galeria aufgebaut werden, wo
sich die Sendeanlage von Radio Vatikan befindet.

Aller Wahrscheinlichkeit nach wird das 500 Mio. Euro-Projekt der deutschen
Firma Solarworld anvertraut. Ob der italienische Staat sich an der
Initiative beteiligen wird, ist noch unklar. Die gewonnene Energie kommt
etwa 100 Megawatt gleich. Damit kann nicht nur die Sendeanlage versorgt
werden, die Energie reicht auch noch fuer weitere 40.000 Haushalte. Der
Energieueberschuss wird an den italienischen Staat verkauft.

BROADCASTS IN ENGLISH A09 / BrDXC WEB SITE UPDATES

The A09 (Summer 2009) edition of Broadcasts in English has just been
published by the British DX Club. Copies were despatched yesterday to club
members and everyone else who ordered it in advance. As usual this 32-page
booklet lists all the various external and domestic broadcasts in English
which can be heard on shortwave in a handy hour-by-hour format, along with
frequencies and transmitter site details. It also includes a guide to
external services in English which are available on the internet.
