An SST-20 with its volume of 283 cubic centimeters easily fits into your palm, 
but connected to a 12v/2Ah battery it actually is a complete QRP station.
When used together with a logbook/contest program another 90000 cm^3,
i.e. the threehundredfold volume, would have to be added, what with the
usual dimensions of pc, monitor, keyboard and printer.
The (mis)proportions of weight and especially energy consumption (QRP?) are 
estimated to be of the same order of magnitude.

Would the whole setup still be a QRP station? Or would a basset's tail
be wagging an elephant? Personal tastes may differ, but there is a place
for both in the OQRPC: Either in the "Handmade" or in the "Open" category.
While "Purist" permit calling a commercial transceiver one's own, one
should at least homebrew a tiny QRP transmitter, "aired" connected to a
key but please without "board" appended to the latter. 
Other om are more "open" here and enjoy their pc-accessories.

In the results tables differences between "Handmade" and "Open" are not 
overly pronounced.
While some stations appear in the "Open" section due to a missing
"Handmade (by whom?) Declaration", there are also high quality kits
with all their commercial advantages to be found under "Handmade".

Thus "VLP Handmade" is more intended to be the scene of action for
crystal controlled two-staged tx with a 2N2219 or similar pa. 
It certainly touches one's understanding of sportsmanship when a pike 
in the shape of a reduced-power K2 trespasses into this modest fish-pond.
Or: Should a multi-millionaire really apply for child allowance?

A log sorted by bands, as required by the rules, not only takes care of
the adjudicators' nerves and spare time. It also requires no great
efforts on the partipants' side: Change page with band, that's all.

The participants' comments and statistics of rigs used in the contest have 
already been posted to the packet radio network some weeks ago.

on 16th November (3rd Sunday in November).
