Closest thing I can find to your desription is the CODAR radar system
which is used on HF, I think it comes from Canada or the USA but I'm still
looking for info.

Try the recordins section on :

www.iarums-r1.org/iarums/sound/main.html

Download the COADAR sound file and see if it matches the noise you are
hearing.

I'd be interested in knowing your results.
