Well, this is not correct. As any communication protocol, you need a Level
2 protocol if you're using Level3. Ax.25 is L2 protocol for packet radio, the
only I know, and TCP/IP doesn't specify such a protocol.
As any level, it must add a header which, in case of AX.25, consists of
callsigns mainly. When the L2 layer receives a L2 header with its address
in the destination field, pass it to L3 layer.
AX.25 is not too much load, specially if you're using conectionless mode
(Unprotoc L2 packets), but as L2 headers are shorter than TCP/IP ones, it is
a good idea to handle packet rejecting and such mechanisms of AX.25 instead
of TCP/IP ones.
